THE Regulations and Instructions contained in this Book, for the Government of Her Majesty's Naval Service, having been established by Her Majesty's Order in Council, We do hereby require and direct you to observe and obey the same, and to take care that the several Officers and others under your command also pay the most strict attention and obedience thereto.

Given under our Hands this 6th day of August, 1861.
